Well, it's really just a magnifier. Bill Vernon used it to better see the fine adjustments he would make to Cyclopticals on the fly as he read the data coming back. Francis became obsessed with it, using it to isolate whatever he was attempting to decipher through his eye. Bill often threatened to give up his work altogether, and just leave Francis the magnifying glass to play with to his heart's content. Bill described watching Francis with it as "not unlike watching a cat play with a cat toy and never tiring of it."
