Used by the scientists at the Town of Ducan Research Facility in early studies to determine whether or not Francis possessed the rumored ability to see even with his single eye covered. He could not, but Bill later proved that even with his eye covered, Francis continued to see in other dimensions.

Bill stole this occluder from the lab (along with several other items and lab coats) when he and Francis fled the facility to begin their own studies together.
